A 3'OH is needed for the DNA Polymerase to bound to the template strand for the start of the copying. However, RNA Polymerase don't need a 3'OH for the production of RNA or RNA primers de novo. In conclusion, there are RNA primers supplying DNA Polymerase with a 3'OH for DNA replication in vivo
